Meanwhile the question of supply of further anti- piracy launches to Canton has been held up, French Legation not being prepared to agree on the curious plea that United States Minister will not consent to supply by France to Yunnan of 5,000 rifles and ammunition to match for protection of Yunnan railway. As embargo is approaching its end I see no useful object in opposing French application and propose now to press the question of launches,
